Background

Dartford Borough Council initiated a review to assess the future sustainability of Dartford Harriers Athletics Club (DHAC) and the Central Park Athletics Track. The review aimed to identify ways to enhance the facility, support the club’s role in promoting community health, and improve access to sports.

Objectives

The review sought to: :

  • Assess the use and condition of the athletics track and facilities.
  • Understand the operations and needs of DHAC.
  • Identify barriers to community involvement and potential for growth.
  • Recommend strategies for sustainable development of athletics in Dartford.
  • Review governance and leadership of the clubs and facility.
Methodology

The review was carried out through: 

  • Interviews with key stakeholders (club representatives, council officers, and partners).
  • Assessing the condition and usage of the facility.
  • Comparing with other athletics clubs and venues.
  • Reviewing financial operations and governance.
Key Findings 
  • Club Overview: DHAC is a well-established, volunteer-run club with a strong community presence. It offers a wide range of athletic opportunities for both competitive athletes and recreational participants.
  • Facility Condition: The track is functional but requires upgrades. There are outdated equipment and space limitations, including a lack of indoor training areas. Accessibility, lighting, and spectator facilities need attention.
  • Community Engagement: While the club serves a variety of participants, there is room to increase outreach, especially to local schools and community groups, given the facility constraints.
  • Operational Challenges: The club’s reliance on volunteers poses a challenge to long-term sustainability. There is insufficient funding for necessary upgrades, and leadership succession is an area of concern.
Recommendations
  1. Strategic Vision: Develop a long-term plan to integrate athletics with community health and well-being goals.
  2. Facility Investment: Plan for phased redevelopment of the athletics track and supporting infrastructure, including indoor spaces for year-round use.
  3. Partnerships & Governance: Strengthen partnerships between the council, the club, and other stakeholders. Ensure succession planning for leadership roles and consider alternative management models.
  4. Funding & Resources: Explore funding opportunities from national bodies, grants, and local contributions to support facility upgrades and operational needs.
  5. Expand Participation: Focus on outreach to underrepresented groups and work with local schools to increase community engagement and usage of the facility.

The review outlines a clear path for improving Dartford’s athletics offerings. With investment in infrastructure and stronger community partnerships, Dartford can ensure a sustainable and vibrant future for athletics. The council is now considering the recommendations as part of its wider leisure strategy.
